Firstly, we should make corrections to the letters in the address bar link. We'd better use neutral/straight apostrophe (') in the word Oʻzbek; and in the letters

Reason #1: Though the State Education Centre (of Uzbekistan), who is sole responsible for the arrangement of grammar rules of Uzbek language, appointed (ʻ) to represent and , approximately 19 people out of 20 are confused in differenses, and almost everybody randomly uses either neutral (') or (`) which are easy available on every device keyboard without any specific set-ups.
Reason #2: Also, it is common to use neutral (') in state televison channels and other mass media outlets.
Reason #3: Some devices have problems with display of unicodes of (ʻ) and (ʼ). The latter is used either to mark the phonetic glottal stop when put immediately before a vowel or to mark a long vowel when placed immediately after a vowel. Vacuum (talk) 00:02, 5 June 2015 (PDT)
I agree about using the neutral version of '.
We've noticed that when we use the ', it can sometimes break links in forums on places that dont know that ' can be a part of the URL (google search). For that reason we try to use ' in the URL as little as possible. For example [2], or [3]. For this reason I favour not keeping the ' in the URL but it can be shown on the page heading itself (not a problem). The reason why it appears in the category is, its generated automatically from whatever text is used on the page (when we say [[Category:X]]). So i would say it looks good as it is right now. The %27 you see, is the browser transforming ' into an escape character.
Wikipedia probably uses ' in the URL and they break links all the time. I like looking at Wikipedia to see what they're doing and deviate if it makes sense. --Axius (talk | contribs) 15:36, 5 June 2015 (PDT)

This works fine but when you click the link from Recent changes, you should see it will put in %27. So if its ok with that sometimes the %27 appears in the title and that sometimes incoming links may break, we can do it (we have some pages with that character in the URL and they break on some external forums and interfaces). When you click on it, you should see %27. At least thats what I see. What I see is similar to the bottom image you posted. So I see %27 in the URL.
Many people see the %27 and also it breaks links sometimes and the external interface thinks the link ended at the ' when it did not. --Axius (talk | contribs) 05:08, 7 June 2015 (PDT)

Translations

I have translated the following article: http://wikiislam.net/wiki/Dr._Keith_Moore_and_the_Islamic_Additions. Literal translation of the title would be: "Doktor Mur va Islomiy qo'shimchalar". But, I think the reader can't guess the point at a glance. May be we should change it to "Doktor Mur va Islomiy embriologiya" (Dr. Moore and Islamic Embryology) ??? --Vacuum (talk) 19:25, 11 June 2015 (PDT)
