With regard to deceiving, it is like plotting. It may be ascribed to Allaah when it is something positive, but it cannot be ascribed to Him in absolute terms. Allaah says (interpretation of the meaning):  
Pour ce qui est de la tromperie, elle est comparable à la tromperie. Allah peut être défini de la sorte quand c'est quelque chose de positive, mais pas le défini dans un sens général. Allah dit (traduction rapprochée):


“Verily, the hypocrites seek to deceive Allaah, but it is He Who deceives them”
“En vérité, les hypocrites ont essayé de tromper Allah, mais Il est Celui qui les a trompés”
