When spoken about a past action of ordaining some law to a previous scripture receivers, past tense will be used. The inference that it does not apply to Muslims is unwarranted. It will not apply to Muslims only if this ruling is abrogated, which it is not. Many rulings which were ordained on Previous people of the book is applicable to current Muslims, be it fasting,
prayers, not eating swine and prohibition of interest.
Also when the clause which allows killing is reinserted and the passage is read in context with the following two verses directed at Muslims (notice the reference to Allah's messenger and the switch to present tense), what first appeared on the surface to be a peaceful message, is in actual fact a warning to non-believers:

When someone is waging war against someone else, the punishment will not go like this: kiss, hug and give all your money.
