Arberry and Qaribullah use the word 'devised', Rodwell uses the word 'plotted', Sale uses 'devised a strategem' and Shakir, HK/Saheeh, QXP and Maulana Ali all use the word 'planned' in reference to both the unbelievers and Allah.
